Org. Setting and Reporting
Reporting to the Chief, ITSS/EDP and within delegated authority, the Associate Information Systems Officer – Systems Administrator will be responsible for ythe following duties:
Responsibilities
Overall integrity of campus infrastructure by designing and implementing LAN/WAN and networking technologies for ICTR clients, including:
a. Identifies sever needs and requirements, plans and coordinates the delivery of high availability systems services
b. Evaluates and monitors server performance, including troubleshooting and problem resolution of Win DNS, DHCP, DFS, VPN, WSUS and AV issues and Linux Squid Proxy Server and MRTG
c. Administers and maintains the organization’s Windows based hardware and software server systems for 24/7 availability
d. Monitors and supports the data center environmental monitoring systems including temperature, humidity and smoke alarm systems with GSM and email alert capabilities
e. Configures and administers Windows storage systems (SAN/NAS) and tape libraries; direct experience with EMC Clarion/ Celerra, Promise and HP storage systems is desirable
f. Administers WSUS, ensuring enterprise resources remain current with latest MS updates and patches
g. Plans and schedules enterprise tape and disk based backups; maintains schedules for off-site storage of data tapes
h. Provides key technical input into the Section’s annual Procurement Plan pertaining to systems and server requirements
i. Keeps abreast of latest developments and trends in the Systems Administration field, and evaluating their application to the ICTR environment
j. Performs other duties as required

Competencies
• Professionalism – Link Aggregation and configuring Ethernet VLANs; strong hands on experience in developing network design through implementation, including Cisco IOS, PIX, ASA, configuring VPN, NAT and Routing Protocols•Strong background in Windows 2003/2008 server systems administration, data security and knowledge of internetworking and internet connectivity •Ability to deploy and implement a VMWare platform virtualization infrastructure, including integrating virtualization solutions Demonstrated ability to work independently and troubleshoot problems with speed and efficiency
• Communications – Good spoken and written communication skills, including the ability to write technical documentation, effectively train/advise users on systems applications, etc. • Strong interpersonal and communication skills, both oral and written
• Teamwork – Solid interpersonal skills with the ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
• Planning & Organizing – Ability to plan own work, work effectively with minimal supervision, to prioritize and juggle multiple tasks, and work within tight schedules to meet deadlines
Education
Advanced university degree (Master’s degree or equivalent) in Computer Science, Electronic Engineering, Information Systems or related technical discipline. CCNP and MCSE certification highly desired. A first-level university degree in combination with relevant qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
Minimum 2 years experience configuring CISCO PIX firewalls/routers, including administering Windows 2003/2008, Linux server operating systems. Extensive experience with HP Storage works, Promise SAN storage, EMC Clarion and Celerra is required.
Lotus Domino administration and Unix/Linux experience desirable. Experience installing and managing virtualization technologies such as VMWare ESX servers in an enterprise environment including hands on with VMWare cluster, VMWare Virtual Center and VMWare Capacity planner desirable.
Languages
English and French are the working Languages of the International Criminal Tribunal for Rwanda (ICTR). For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language desirable.
