Consultancy Services for Undertaking A Comprehensive Job Analysis and Job Evaluation

Background
The Ethics and Anti-Corruption Commission is established pursuant to Article 79 of the Constitution. Its primary purpose is to ensure compliance with, and enforcement of, Chapter Six of the Constitution.
The Commission is mandated to ensure compliance and enforce the Constitutional requirements for all State Officers to strictly adhere to the values and principles of leadership.
The EACC is a Commission under Chapter Fifteen of the Constitution, and therefore it is empowered to engage in other functions conferred by any other statute.
In this regard, the EACC has additional functions under the Ethics and Anti-corruption Commission Act No. 22 of 2011, and the Anti-Corruption and Economic Crimes Act, No. 3 of 2003, Leadership and Integrity Act 2012 and Public Officer Ethics Act 2003.
The Ethics and Anti-corruption Commission Act No. 22 of 2011 confers upon EACC the functions to prescribe and ensure compliance with and enforcement of ethics among State Officers and certain other public officers.
The Anti-Corruption and Economic Crimes Act, No. 3 of 2003 on the other hand mpowers the EACC to investigate cases of corruption and economic crimes.
Objective
The objective of this consultancy is to conduct a comprehensive job analysis and job evaluation exercise at Ethics and Anti- Corruption Commission to ensure that all job positions are appropriately classified in terms of levels/ranking, importance, complexity, worth and aligned to the new EACC mandate and functions based on the Constitution of Kenya 2010 and EACC Act of 2011 in order to achieve internal equity.
The Job Analysis and Job Evaluation will cover the mandate and functions of the Ethics and Anti – Corruption Commission as contained in the Constitution of Kenya 2010 and the EACC Act of 2011 and the result of which will determine the organizational structure, regional representation (County offices), and the staff establishment in order to fulfill the EACC mandate.
The Key deliverables;
  • An appropriate Organizational structure that is congruent with the mandate of the Commission.
  • Job Descriptions and Job specifications
  • Job Classification and rating / Job grading
  • Optimal staffing levels
  • Vetting policy, Criteria and tool
  • Appropriate remuneration scheme with defined salary scales
  • An appropriate appraisal and performance management system
  • A maintenance policy and mechanisms to address change
  • A suitable schemes of service
  • Undertake training of EACC Project team to build capacity in conducting Job Evaluation, skills mapping and change management.
Expected output;
A comprehensive Job Evaluation report addressing areas specified above will be expected at the end of the assignment.
Interested firms should provide information and documents indicating that they are qualified to provide the required services. To qualify, consultants must have the following:
  • The Legal status of the firm (enclose copies of Certificate of incorporation, valid Tax compliance certificate, VAT & PIN certificates)
  • Minimum of Master degree in a relevant field for the Lead team (consultants)
  • Must have Experience of at least ten years in conducting similar exercises.
  • Details of the technical qualifications of key personnel to be involved in this particular assignment. Include current CV(s) and attach certified copies of certificates and other testimonials.
  • Relevant experience in similar assignment and provide reference letters of at least five reputable institutions where similar assignments have been done (attach evidence). Similar assignments done in public institutions will be an added advantage.
NB:-
A consultant or a firm of consultants shall not associate with other consultants intending to submit an Expression of Interest (EOI). Any such association shall lead to automatic disqualification of the consultant.

Short listing
A shortlist of qualified firms will be compiled based on their responsiveness to the requirements as listed above.
