The goal of the HRH Program is to strengthen the health workforce necessary to create a high quality, sustainable healthcare system in Rwanda. The HRH Program aims to significantly increase the quantity and quality of Rwandan clinicians and health sciences educators including: medical doctor s, nurses and midwives, and health managers. This substantial scale-up will be achieved with the assistance of an unprecedented consortium of 14 highly ranked US institutions. Each US school is sending full-time faculty members to Rwanda to help improve teaching, research, curriculum development , and mentorship over a 7-year period. The Government of Rwanda has already established a strong record of success in leading donor-funded health projects of a similar scale and complexity. CHAI is supporting the Ministry of Health (MoH) to manage the HRH Program during the critical planning and early implementation phases. Responsibilities:
Support the Ministry of Health to develop and implement a comprehensive monitoring and evaluation (M&E) plan to track program progress and milestones
Liaise with the Ministry of Health, referral and district hospitals and medical, nursing and public schools, and US institutions to inform the design and implementation of the M&E plan
Advise on continuous program improvement: perform analysis on the impact of the newly trained health care workers on health care availability, health care delivery, and patient outcomes to feed directly back into the program design
Develop a database of program performance data across the HRH Program’s focal areas
Build capacity within the Ministry of Health to manage the inflow and analysis of data for programmatic reports

Qualifications

Masters degree in public health or related field (e.g., economics or policy) and minimum of 3 years work experience developing and implementing research and evaluations in developing country settings
Ability to creatively problem solve in the application of research and evaluation methods in challenging, fast-paced environments
Exceptional ability to work independently and to develop and execute plans to achieve specified impact with limited guidance and oversight
Excellent analytical skills and knowledge of program monitoring and evaluation methods (qualitative and quantitative), including experience developing monitoring and evaluation plans, tools and summary forms
Demonstrated success in a technical role, including disseminating information to a variety of audiences
Familiarity with current international standards and developments in monitoring and evaluation
Excellent quantitative, problem solving, analytical and statistical analysis skills (including strong Microsoft Excel skills and experience with STATA or SAS)
Exceptional diplomatic, strategic-thinking and interpersonal skills, and ability to build relationships
Fluency in English Advantages:

Public sector experience, preferably in the context of developing countries
Experience working with governments and international partners
Experience with health worker retention research
Experience in program evaluation
Working knowledge of French is a plus

Position will be based in Kigali, Rwanda commencing ASAP for a period of 12 months.
