The goal of the Human Resources for Health (HRH) program is to strengthen the health workforce necessary to create a high quality, sustainable healthcare system in Rwanda. The HRH Program aims to significantly increase the quantity and quality of Rwandan clinicians and health sciences educators including: medical doctors, nurses and midwives, and health managers. This substantial scale-up will be achieved with the assistance of an unprecedented consortium of 14 highly ranked US institutions. Each US school is sending faculty members to Rwanda to help improve teaching, research, curriculum development, and mentorship over a 7-year period.

The Government of Rwanda has already established a strong record of success in leading donor-funded health projects of a similar scale and complexity. CHAI is supporting the Ministry of Health to manage the HRH Program during the critical planning and early implementation phases.

The US Institution Program Coordinator will be responsible for managing high-level relationships with 14 US medical, nursing & midwifery, and public health schools participating in the Rwanda HRH program. The role requires interfacing with multiple departments and individuals across each US school. As the key liaison to the Ministry of Health for US schools, the US Institution Program Coordinator will help to articulate and advocate for US schools’ needs and to facilitate communication for the Ministry of Health. As the Ministry of Health increases its team to support the HRH program, the US Institution Program Coordinator will work closely with the Ministry of Health’s staff to build their direct relationships with US schools. The US Institution Coordinator is also responsible for continuously seeking to strengthen relationships with US schools and to improve the existing recruitment and support systems for US faculty.

Responsibilities: -Specific responsibilities will include the following: -Manage high-level relationships with 14 US institutions in the Rwanda HRH consortium. Responsible for interfacing with administration, legal, human resources, coordinators, and faculty mentors; -Facilitate recruitment of over 120 US faculty members to live and work in Rwanda for Year 2 of the program; -Build direct communication channels between the Ministry of Health staff and US schools; -Lead monthly conference calls with each specialty group of physicians at US schools to discuss key issues, including: recruitment, challenges facing US faculty in Rwanda, and ongoing improvements for the program; -Strengthen recruitment and deployment systems of US faculty; -Advise on program budget in partnership with the Ministry of Health; -Support recruitment of new institutions into the consortium for specialty areas as needed by the Ministry of Health; -Address any other activities as tasked by the Program Director.

Qualifications: -Hold a bachelor’s degree and at least three years of relevant professional experience -Exceptional diplomatic and interpersonal skills, and ability to build relationships -Excellent organizational and problem solving skills -Strong communication skills -Proficiency in software, Microsoft Office Suite (Word, PowerPoint & Excel) -Ability to work independently on complex projects and proactively manage projects with minimal supervision
